We will explore resource considerations for the fire investigator.  

Registration starts at 8:30 am

9am-11am  Mark O. Huard and Terence (Terry) McFadden from NICB will present on how the Nationial Insurance Crime Bureau can assit with your fire investigations.

11am- 2pm Massachusetts State Police arson trial case review presented by MSP Lt. Tom Berteletti, and Brockton Fire Deputy Chief Edward Williams.

There will be an hour lunch break from 12pm to 1pm. 

2pm to 4pm  Department of Fire Services Compliance Officer John Wood will discuss DFS  Assistance in Fire Investigations.


Special Agent Mark O. Huard, FCLS, CIFI

National Insurance Crime Bureau (NICB)

Mark joined the National Insurance Crime Bureau as a Special Agent in December of 2014. He is responsible for NICB investigative activities in Massachusetts. Prior to joining NICB Mark spent 18 years working as a Senior Investigator in the SIU for two personal lines carriers, with the last 10 years working in the Major Case Unit focusing on organized fraud rings. Prior to working in the insurance industry Mark spent 12 years as a Police Officer. He also worked as a firefighter/EMT, obtaining Career and Level 2 certifications. He is a veteran of the U.S. Army, as well as served in the Air Force Reserves. He has an associate degree in criminal justice, completed a certificate program from Utica College in Financial Crime Investigation, and maintains designations as a Fraud Claims Law Specialist and Certified Insurance Fraud Investigator.

Special Agent Terence P. McFadden

National Insurance Crime Bureau

Terence McFadden became a Special Agent with the National Insurance Crime Bureau in April 2016.  Terence is assigned investigative responsibilities in Massachusetts, with a specific emphasis on multi-claim, multi-carrier, ring activity perpetrated by organized criminal enterprises. As a Special Agent Terence supports criminal investigations with federal, state, and local law enforcement agencies focusing on insurance fraud and auto theft. In addition, Terence has worked extensively with law enforcement in Massachusetts in the identification and recovery of numerous stolen re-tagged vehicles and vehicle theft crimes.  Prior to working with the NICB, Terence worked for 24 years as a Trooper with the Connecticut State Police. For 15 years of Terence’s career with the Connecticut State Police he was assigned as a detective within the Eastern District Major Crime Squad and Homicide Unit. During Terence’s career he was also a firearms / use of force instructor assigned to the Connecticut State Police Academy and is a certified MPTC instructor.
