    Electric Vehicle Fire Investigation: A Careful Approach

    This presentation will offer the fire investigator insight into how to approach fire investigations involving electric vehicles. There are many factors that need to be considered during an investigation, from safety to subrogation. Scene preservation, documentation, notification, and examination are some of the critical investigative steps that will be addressed. A case study involving a Battery Electric Bus fire will be discussed to illustrate these points.

    Basic Fire Chemistry for the Fire Investigator


    Presenters:

    Detective Lindsey Dworin, IAAI-FIT

    Detective Dworin has been a Trooper with the Connecticut State Police since 2009 and was first assigned to patrol at Troop I, Bethany. In 2015 she was assigned to the Central District Major Crime Squad as a Detective and investigated and processed numerous crime scenes. In 2021 she was assigned to the Fire & Explosion Investigation Unit and has conducted numerous fire investigations. She is Certified Fire Investigation Technician with the International Association of Arson Investigators and certified as a Youth Firesetter Prevention and Intervention Specialist. She is a member of the IAAI, the Connecticut Chapter of the IAAI, the Fairfield-New Haven County Fire Marshal’s Association, and the Capitol Region Fire Marshal’s Association. She earned Bachelor’s Degrees in Fire Administration and Arson Investigation from the University of New Haven. She has provided depositions and testified in numerous criminal trials in state court.

    Paul G. Makuc IAAI-CFI, CI

    Paul Makuc is a fire investigator with T.J. Russo Consultants. Paul recently completed a twenty-four-year career with the Connecticut State Police, serving as a patrol trooper for five years, and for over eighteen and a half years, serving as a detective and sergeant in the State Police Fire & Explosion Investigation Unit, retiring in April, 2024 as the Commanding Officer of the Unit. During his time as a public sector fire investigator, he investigated hundreds of fires and handled two Accelerant Detection Canines, “Baxter” and “Cora.” He earned a Bachelor of Arts Degree in Criminal Justice at Saint Anselm College in Manchester, New Hampshire and a Master of Science Degree in Emergency Management from the University of New Haven. He is a Past-President and current Director of the Connecticut Chapter of the International Association of Arson Investigators, Vice-Chair of the New England Fire Investigation Seminar, and is the President of the Litchfield County Fire Marshal’s Association. He is a member of, and a Certified Fire Investigator and Certified Instructor, with the International Association of Arson Investigators. He has attended numerous courses in fire and explosion investigations and courtroom procedures offered in Massachusetts, Connecticut and at the FBI Academy in Quantico, Virginia and the National Fire Academy in Emmitsburg, Maryland. He is a certified instructor for the State of Connecticut Fire Marshal Certification Program, the Connecticut Advanced Fire Investigation School, the Connecticut Vehicle Fire Investigation School, the Connecticut Municipal and State Police Academies, the FBI Academy, the New England Fire Investigation Seminar, and is an adjunct professor for the Fire Science Program at the University of New Haven. He has provided expert testimony in both state and federal courts at criminal arson and murder trials, civil trials and depositions.
